Position: Director, Housing Stability Program

Serves as the operations leader of the Horizons Housing Stability program, providing vision, leadership and supervision to the Housing Stability Specialists as they implement person-centered, trauma-informed rapid rehousing services to people experiencing homelessness. Ensures program policies, procedures, and tools comply with funder requirements and guiding regulations. Assists in data collection, synthesis, and analysis to inform department- and agency-level continuous quality improvement efforts. Expands program participant access to safe and affordable housing through education, advocacy, and outreach.




  • Serves as principal contact for housing stability services, both internally and externally
  • Develops policies and procedures within compliance requirements and implements and monitors accordingly
  • Supervises housing stability staff, providing leadership, consultation, guidance, and problem solving and builds capacity of competent staff as needed
  • Critically evaluates housing stability services, ensuring policies and procedures translate into best practices and serves as a change agent when needed
  • Assists housing stability staff with implementing the Self-Sufficiency Outcomes Matrix (SSOM) to identify participants’ supportive factors and barriers to housing stability and to develop a case management plan using this data
  • Leads staff in exploring, building, and maintaining relationships with landlords and property managers. When possible, works to increase housing opportunities within the communities served.
  • Oversees review of case management records for quality assurance, compliance and identification of training needs and ensures said records are kept in a confidential and orderly manner
  • Provides necessary trainings and regularly scheduled meetings with staff
  • Collaborates with community partners and serves as the voice of Together at community-based meetings (e.g., MACCH) as related to housing stability services
  • Participates in grant-writing activities and oversees the record-keeping side of the grant to ensure accuracy and compliance
  • Monitors program expenditures and financial assistance balances
  • Attains proficiency with data management and report generation
  • Creates a culture of trust and respect that encourages honest feedback to cultivate growth and development.

  • Commitment to social justice and cultural proficiency in working with people from all backgrounds and family compositions
  • Preferred: Knowledge of residential lease contracts; Fair Housing regulations; Nebraska Landlord Tenant Act; HUD Quality and Habitability Standards
  • Engagement during assigned core hours, while maintaining flexibility to respond to emergency needs outside of those hours
  • Proficiency in Microsoft Office applications, HMIS, and general office equipment
  • Knowledge of community resources and service systems responsive to the needs of people experiencing homelessness
  • Professional appearance and manner
  • Valid driver’s license and history of safe driving  



  • Bachelor’s degree, preferably in a human services-related field
  • Minimum of five years of experience working in human services-related field(s)
  • Demonstrated leadership
